Improving Nigeria’s renewable energy policy design: A case study approach

Abstract

This study adopts a case-study approach to initiate improvement of the effectiveness and efficiency of Nigeria’s renewable energy (RE) legal and policy framework, finding that Nigeria’s RE policies are currently not effective and lack elements of good policy design. The authors present short-, medium-, and long-term recommendations to address these shortcomings, disclosing an urgent need for coordinated and consistent legal intervention, specific and time-bound targets, political commitment, considered policy choice and design, funded research and development activities, and social awareness and public engagement to improve RE development and deployment in Nigeria. Key recommendations include enacting a dedicated RE law backed by an appropriate act of parliament and establishing a nodal agency or ‘system builder’ to champion RE development.
