A Global and Inclusive Just Labor Transition: Challenges and Opportunities in Developing and Developed Countries

Abstract
Identifies challenges and opportunities for achieving an inclusive just transition to a low-carbon economy in the labor market. Conducts a comparative analysis of just labor transition (JLT) policies between developed and developing countries, and constructs a Just Labor Transition Progress Scale which measures where countries are in terms of their progress in policy and impact within their job markets.
Summary
Examines the challenges and opportunities for workers as economies shift away from fossil fuels, comparing policies in developed and developing countries. Argues that a truly just transition must address job losses and create quality new employment — especially in the Global South.
